Lieutenant Adventures Children in Need Special 17 November 2017. Filling in the Gaps.

Penelope kicked out and flailed her arms in one last effort and then she was motionless.
The TARDIS Cloister Bell chimed.
The Lieutenant kept holding her down and waited until he was sure. He then slowly let go of her and pushed her into the water. He stood back and looked at her body. He looked slightly confused as he felt a tear roll down his face, he wiped it away and looked at it surprised. He then walked back to his TARDIS, opened the door and walked in.
The TARDIS dematerialised.
The Lieutenant stood at the console and looked down, sighing softly. He then looked up and smiled. "Finally," he said.
Flavia ran over to the unconscious Iron Demon. "Quick, Oracle, help me," she said, hurriedly.
The Oracle ran over to the Lady President. "What do you want me to do?" he asked.
"Grab his legs, I'll take his arms," said Flavia.
Together, Flavia and the Orcale lefted the Iron Demon out of the court and brought him back to his TARDIS. Once there, they lay him on the floor in the console room.
"He is already fully stabilised," said Flavia, "but I was probably a bit harsh with how much force I put into his regeneration. It was probably a bit quick for his body to cope with and he I've matured, I'm 1200 now. out, that's all, he'll awake shortly with those horrible memories still intact and he must get into different clothes because those are too tight for him now." She went over to examine the console. "These Time Lords, why do they insist on sabotage?" she asked, fixing the chameleon circuit.
The Oracle left the TARDIS.
Flavia set the TARDIS to dematerialise and left it before it did.
Once outside, an alarm somewhere started ringing.
Flavia and the Oracle looked at each other and ran back to the Lady President's Office.
Once in the office, Flavia turned off the alarm and turned around looking stern.
"Lady President?" asked the Oracle.
"The Lieutenant's killed the girl. Get after him, Oracle," said Flavia urgently.
The Oracle rushed back to his TARDIS, performed an emergency take-off and an immediate emergency landing a couple of seconds after the killing had taken place. He rushed out of the TARDIS to find the pool of water and Penelope floating face up in it. He checked her pulse immediately, then hurried her out of the pool, back into his TARDIS and laid her in the recovery position in his TARDIS. He then performed another emergency take-off and opened the comms with the Lady President's Office. "It's OK, Lady President," said the Oracle. "She isn't dead."
The Lieutenant turned a dial on the console then looked over his shoulder. "Oh, hello. I'm not even going to ask how you got in here. I assume it is a long answer," he said. He pulled a lever. He turned and looked at the audience. "Anyway, it doesn't matter why you're here, what does matter is that tonight you donate to an incredible cause. Bit out of character for me if you know me but I truly believe people need to do this. Tonight you need to donate to help children on Gallifrey. No, wait a moment, that's where I'm from.
